The roadmap projects 63-74% emissions reduction through grid decarbonisation and 25 planned projects. However, six projects face delays due to 2025 funding constraints. TII also faces a new EU Energy Efficiency Directive target to reduce absolute energy consumption by 1.9% annually from 2021 baseline, but current projections show 3% above baseline by 2030.
