"The Irish Ministers and Secretaries (Amendment) Act, 1939, enacted on 21 December 1939, established the Department of Supplies retroactively from 8 September 1939. It amended the principal acts to enable ministers without portfolio, transfer of departments, temporary ministerial incapacity, and delegation of powers to parliamentary secretaries. It also provided for Irish names of ministers and departments."
