Circular 21/2026 establishes a phased framework for corrective actions when spending overruns emerge, with measures ranging from corrective action plans to withdrawal of delegated sanction. Minister Jack Chambers emphasized the need for fiscal discipline to ensure the credibility of expenditure ceilings set in the Medium-Term Fiscal and Structural Plan (average 6% annual growth, reaching €147.3bn by 2030)."
