"OECD Health Working Paper No. 193 analyzes health spending trends across OECD countries. Estimated average growth in 2024 was around 4% in real terms, above pre-pandemic rates. Health spending represented 9.3% of GDP on average, below the 2021 peak but 0.5 percentage points above 2019. Health is the second largest government budget item, with its share increasing from about 14% in 2013 to 15% in 2023. Short-term outlook suggests robust budget increases in 2025-2026 followed by a slowdown. Many countries face fiscal consolidation pressures. Ongoing reforms focus on efficiency gains through primary care strengthening, hospital restructuring, and digital health tools."
